The State Archaeologist serves in a leadership capacity regarding federal project review and compliance, guiding Agency and state policy regarding archaeological resources and programs, including NAGPRA, and leads the Archaeology Survey of Idaho. The State Archaeologist collaborates with professional and academic archaeologists, identifying strategic needs and best practices for the state and region and creates opportunities to enhance public knowledge of archaeology through programming, field schools, excursions, and publications. This position identifies archaeology project priorities and opportunities for detailed study and investigation in alignment with the State Historic Preservation plan; seeks funding for special projects and publishes results. May serve as Deputy SHPO.
Example of Duties
Archaeology Survey of Idaho Typical responsibilities: directs Archaeological Survey of Idaho Program including archaeological resource identification, investigation, documentation, and curation at regional archaeological centers; creates and implements public information/education programs/ publications to enhance public knowledge of archaeology in Idaho; develops archaeological program policies and procedures, tiering from federal and state statutes, regulations and policy, in consultation with the professional archaeological community; leads ASIconsortium/collaborates with Idaho Professional Archaeological Council, Idaho Archeological Society and tribal, professional, vocational, and university/academic archaeologists to ensure information sharing implementation of best practices, and the establishment of statewide priorities for archeology in Idaho; issues permits to qualified applicants for archaeological investigations on state land.
National Historic Preservation Act/Federal Compliance and Review Typical responsibilities: Supervises and leads a professional staff in review of federal projects as required by Section 106 and consults with federal agencies and tribal historic preservation offices concerning the significance of archaeological and historic sites and the effects of federal projects on such properties; reviews data recovery plans and prepares formal agreements to mitigate effect on cultural properties; ensures State Historic Preservation Office (SHPO) regulations and policy compliance; consults with Advisory Council on Historic Places (ACHP) on complex or controversial undertakings to resolve effects to historic properties and in the development of Memorandum of Agreement (MOA) and Programmatic Agreements (PA) to address adverse effects; advises business engineering firms and the public on historic-preservation requirements; advises university, state and federal archaeologists on laws, regulations, and policies governing archaeological investigations; serves as lead Native American Graves Protection and Repatriation Act coordinator for the Idaho State Historical Society.
Project Management Typical responsibilities: Identify archaeological priorities and opportunities for detailed investigation and study; seeks grant, private funding, and partnership support for prioritized projects in alignment with the State Historical Preservation Plan; leads the development and implementation of policies that improve archaeological practices throughout the state. This may include the development and publication of strategic context and background documents to inform archeological activities in the state; including project proposals, research designs and eligibility statements for National Register of Historic Places evaluations.
Supervision Typical responsibilities: participates in the hiring, training, and evaluating of archaeology/compliance staff; provides staff supervision and technical assistance; oversees contract work; monitors work to ensure accuracy and conformance to department and national standards.
Minimum Qualifications
Applicants must describe how they meet the following in accordance with federal regulation 36 CFR Part 61, Appendix A:Master's degree in archaeology, anthropology, or closely related field plus: Professional supervisory field and analytic experience in general North American archeology
Experience with a demonstrated record of professional/technical scholarship
Good knowledge of federal laws and regulations governing archaeological and historic properties (i.e. NHPA, ARPA, NAGPRA) and experience in management and administration of Section 106 review and compliance, including implementing regulations (36CFR800) and developing agreement documents (Memoranda of Agreement and Programmatic Agreements).
Experience developing and making oral presentations to academic, professional and general audiences; supervising staff.
